The Council performs its functions under its Resolution through the following:
a.
Board of Governors.
b.
Executive Committee.
c.
Technical Advisory Committee.
d.
Chairman of the Council.
 
The Board of Governors
The powers conferred to the Board are:
i,
 
Approve overall plans, policies and program of the council in relation to the approved Science and Technology Policy of the Federal Government.
ii,
 
Examine and approve the Five Year Plans and Annual Research Programs of the Council.
iii,
 
Examine and approve the projects proposed by the Technical Advisory Committee
iv,
 
Examine and approve the annual report and evaluation report of the Council for submission to the Federal government; and
v,
 
Approve the annual development and non-development budget of the Council.
 
Executive Committee
The function of the Executive Committee are as follows:
i,
 
Responsible for management and administration of all affairs of the Council and control of its funds within the overall policy and guidelines of the Board.
ii,
 
Undertake regular review and evaluation of the performance of the research and development projects and programs of the Council and make a six monthly report to the Board.
iii.
 
Prepare and submit the annual development and non-development budget or the Council for approval of the Board.
 
Technical Advisory Committee
The functions of the Committee are:
a,
 
Prepare and evaluate research programs in accordance with the Science and Technology Policy of the Federal Government.
b,
 
Propose Five Years and Annual Development Programs of the Council.
c,
 
Propose a goal-oriented short-term research program for the Council.
d,
 
Render advice and report on any technical question referred to it by the Board.
 
Chairman
i,
 
The Chairman is the Chief Executive of the council and is an eminent person in the field of Housing and Works, appointed by the Federal Government for a term of three years extendible for a further period of two years at a time on such terms and conditions as may be determined by the Federal Government.
ii,
 
The Chairman works under the general policy guidelines of the Council and has powers, functions and duties as conferred by the Resolution of the Council.
